Xiamen is prioritizing the rapid development of its AI ecosystem, focusing on key areas to cultivate industry clusters and drive industrial upgrading. In 2023, the Xiamen Municipal Party Committee and Government designated next-generation AI as one of the five fastest-growing industries, further strengthening the city’s industrial landscape and fostering new drivers of growth.

Development Priorities

• Developing core AI technologies, including intelligent chips, computer vision, natural language processing, machine learning, speech recognition, and industry-specific large language models (LLMs) for sectors like advanced manufacturing, healthcare, and cultural and creative tourism;
• Creating specialized AI application software for sectors such as healthcare, transportation, and cultural tourism;
• Developing data-driven intelligent technology products that leverage industrial data, multimodal technologies (audio, video), and industrial mechanism and data models to support industrial advancement;
• Promoting the integration of AI across various sectors, including advanced manufacturing (AI+ Manufacturing), transportation (AI+ Transportation), urban governance (AI+ Urban Governance), healthcare (AI+ Healthcare), cultural and creative tourism (AI+ Cultural and Creative Tourism), smart ocean initiatives (AI+ Smart Ocean), and supply chain security (AI+ Supply Chain Security);
• Optimizing local computing capacity planning and operation, building a multi-tiered computing power supply system to support diverse business needs and the growth of the AI industrial ecosystem;
• Building industry-specific databases, focusing on key industries and fields, identifying application needs, and promoting the efficient matching of data supply and demand;
• Providing essential public services for the AI industry, including common technology development, algorithm testing and validation, hardware/software product and ecosystem adaptation, research and consulting on technology transfer and commercialization, and facilitating connections between supply and demand.
