Shanghai has unveiled a three-year action plan to promote the development of the city's leasing and business services industry.  

The plan aims to strengthen the concentration of industries, space, and key production factors in priority sectors and regions.

The plan outlines development priorities for seven key sectors, as follows:

The plan introduces a series of measures to strengthen talent support for the leasing and business services industry, including:

• Accelerating the development of a one-stop service platform for overseas professionals.
• Attracting high-end specialists in international legal, tax, and arbitration services.
• Improving residency and entry–exit services for overseas professionals.
• Enhancing the list-based system for recognizing overseas professional qualifications.
• Integrating professional service talent into Shanghai's high-level talent support system with support in immigration, healthcare, and related services.

Enterprise support measures

To foster the growth of market players, the plan outlines several measures, including:

• Supporting enterprises in scaling up through mergers and acquisitions, as well as public listings. 
• Nurturing emerging players through a tiered cultivation system for high-growth and high-potential companies. 
• Encouraging eligible districts to establish investment funds focused on specific industry tracks.
• Promoting access to public data resources for enterprises. 
• Ensuring support for enterprises' cross-border data export and accelerating the implementation of the related negative list system.
