Shanghai customs introduces innovative "Buy and Verify" tax refund model for international travelers.  On the morning of October 22, a Canadian traveler purchased two handicraft items at a tax refund store located in the isolation area of Terminal 2 at Shanghai Pudong International Airport. With the assistance of store staff, the traveler used an "Intelligent Traveler Self-Service Terminal" to apply for customs tax refund verification.  Customs officials at Shanghai Pudong International Airport conducted a remote review of the traveler's submitted tax refund application and valid identification documents, utilizing the new "Buy and Verify" tax refund model for international travelers. The verification process was completed in just 10 seconds.

Under the previous tax refund process, international travelers eligible for refunds had to present relevant documents and purchased items at the customs declaration counter before entering the isolation area. Additionally, those who made purchases in the tax refund store located in the isolation zone had to make a "return trip" between the boarding gate and the customs counter, which disrupted their shopping and waiting experience.  The new model builds on existing tax refund services by collaborating with banks and shopping malls to pilot a three-step approval process: "Preliminary Product Review + Remote Verification + Receipt Review." Equipped with high-definition audio-visual communication self-service devices and user-friendly software, travelers can now complete all tax refund procedures without leaving the isolation area, eliminating concerns about missing their flights while processing refunds.
