On May 15, China's Ministry of Finance issued a notice that, from June 1, 2024, the accounting professional and technical qualification examination will be open to foreigners who legally work and reside in China, and a unified examination system with domestic candidates will be implemented.

The notice is as follows:
1. Registration Location
Foreigners who meet the registration requirements for the accounting professional and technical qualification examination shall register according to the principle of proximity and convenience.  If there is a work unit in China, they shall register in the place where the work unit is located; for students enrolled in domestic schools, they shall register in the place where they are enrolled in the school; and other persons shall register in their place of residence in China.
All applicants must take the exam at their place of registration.
2. Review of Application Requirements
The identification documents submitted by foreigners at the time of registration include a valid passport.
Where the registration requirements include educational qualifications, degrees and years of work experience in accounting, the applicant shall submit the relevant educational qualifications or degree certificates recognized by the administrative department of education under the State Council and the certificate of work experience in accounting issued by the employer. The overseas accounting experience of foreigners may be included in the number of years of working in accounting.
3. Job Requirements
All levels of accounting professional and technical qualification examination management institutions should strengthen policy publicity, conscientiously carry out organization and implementation work, improve examination service level, and ensure that foreigners can smoothly and orderly participate in accounting professional and technical qualification examination.
This Notice shall take effect on June 1, 2024.
